Hitsujiyama is in Chichibu Saitama and is about 2 hours from Ikebukuro on the Seibu Ikebukuro line. You can also take the Seibu Shinjuku line and change at Tokoroza. From the end of April through the 1st week of May Shibazakura or blooming moss phloxes bloom.
Shibazakura is a flower that grows thickly, covering the ground like a lawn. The shape of its pretty flower petals looks like that of cherry blossoms (sakura). It comes in a variety of colors including different shades of pink, white, and light purple, with some petals having striped patterns. In Hitsujiyama it is planted in beds to make quite a display.
May 7th was my last day off for Golden Week and I have meaning to go for the last few years so I finally made it. Unfortunately they were past their absolute best but there was still a certain part of the hill in full bloom. The upside was there was not the crowds that were there during Golden Week.
